Lawmakers opposing Belgrade cite Serbia’s economic ties with Russia, its refusal to join Western sanctions and its position on Kosovo.
Charleston and Belgrade are the only candidates to host delegates from 57 countries.
It is unclear whether Congress will vote before the summer recess.
