Montenegro will require visas from citizens of Russia, Belarus, Turkey, China and Saudi Arabia from 1 November.
The government says the move brings its visa rules fully into line with the European Union and clears a key condition in membership talks.
Visa applications will also be accepted through VFS Global centres, while Montenegro prepares to introduce electronic visas.
Russia is one of the country’s largest tourism markets, and officials say they will try to limit the economic impact.
