Albania to update property tax from 2026

Albania will introduce a new property tax system from 1 January 2026, aiming to align property values with real market prices and increase local revenues.


The reform updates the reference prices per square metre for most regions, based on 2022–2024 sales data, while Tirana’s prices remain unchanged. The Finance Ministry says the move will create a “fair, efficient and transparent” system, with a projected 2.6 billion lek boost to public funds.


Currently, property tax revenue is only 0.3% of GDP, far below the OECD average of 1.1%, due to outdated valuations and gaps in data.


The new rules simplify procedures, ensure better property tracking, and clarify payment schedules (two equal instalments due by 30 June and 31 October).


Local councils will also be able to adjust reference prices in special cases.
