Only 46% of Albanian adults have bank accounts

Fewer than half of adults in Albania had a bank account in 2025, the OECD says.

The rate stood at 46.1%, despite new government and central bank measures to widen access to financial services.

The OECD said financial education programmes remain small and poorly coordinated.

Microfinance is expanding faster. Loans from non-bank lenders reached 0.65% of GDP in 2024, almost twice the 2019 level.

Albania has introduced digital payment and open-banking rules, but much of the population remains outside the formal banking system.
