Albania’s public sector expanded in 2025 even as total employment fell.
The economy lost about 15,000 jobs, while the state added more than 3,000 workers. Public employees now account for more than one in five people in work.
Agriculture recorded the largest fall. Trade, tourism, construction and industry also lost ground.
The state now employs roughly the same number of people as it did in 2002, although Albania’s population has fallen sharply and most public services are available online.
