EU tells Kosovo to form stable institutions

European Council President António Costa says Kosovo needs strong and stable institutions if it wants to move closer to the European Union.

Speaking in Pristina ahead of weekend elections, Costa said the EU could support Kosovo, but could not do its work for it.

He praised Kosovo’s decision to align its foreign policy with the EU, calling it a sign of its strategic direction.

But he said reforms must be carried out by Kosovo’s own institutions.

Costa also said normalising relations with Serbia remained essential for both countries’ EU path.

He said the Brussels agreement and the Ohrid annex must be fully implemented.
