
Women and minors would be the main groups covered by Albania’s planned prison amnesty.
Deputy Justice Minister Tedi Dobi said the draft would give some prisoners a second chance, but would not be a general release.
Women with up to four years left to serve could qualify.
People convicted of murder, sexual violence against children or other serious crimes would be excluded.
The amnesty would also exclude people arrested by SPAK, Albania's anti-corruption and serious crimes prosecution office, and fugitives who have avoided justice.
Dobi said the rules would be strict.
