Kosovo Prime Minister Albin Kurti won the parliamentary election but remains short of the seats needed to govern alone.
Final results gave Kurti’s Vetëvendosje movement 53 seats in the 120-member parliament, eight short of a majority.
The Democratic Party of Kosovo won 22 seats, while the Democratic League of Kosovo secured 18.
The result leaves Kosovo facing coalition talks, with no party able to form a government on its own.
Kurti was also the most-voted individual candidate, receiving more than 324,000 preferential votes.
The new parliament must now be formed before lawmakers can choose a speaker and start work on the next government.
