The European Commission says the rising number of Russians receiving Serbian citizenship could pose a security risk to the EU.
A Commission document seen by Radio Free Europe says Russian citizens who obtain Serbian passports can enter the EU without a visa.
Serbia has the right to set its own citizenship rules, but Brussels says it should carry out stronger checks on applications from countries seen as security or migration risks.
The warning comes as several EU states push for tougher visa rules for Russian citizens because of Moscow’s war in Ukraine.
Serbia still allows Russians to enter without visas, and President Aleksandar Vučić has said Belgrade will not change that policy.
The EU says Serbia’s visa rules remain only partly aligned with the bloc’s own system.
