Paris, December 3, 2024 – France is plunged into a political crisis after Michel Barnier triggered Article 49.3 of the French Constitution, bypassing parliamentary approval for the 2025 social security budget. The controversial move has sparked a showdown between the government and opposition parties.

Following Barnier’s decision, Mathilde Panot, leader of the left-wing LFI group (Unsubmissive France), announced a no-confidence motion against the government, set to be voted on Wednesday. Panot’s move is supported by several left-wing parties, including the Socialist Party, the Greens, and the Communists.

What’s Article 49.3?

Article 49.3 allows the government to pass legislation without the need for parliamentary approval. However, MPs can challenge the decision by filing a motion of no confidence within 24 hours. The motion must be voted on within 48 hours.

The political fallout

Barnier’s use of Article 49.3 has sparked outrage across the political spectrum. Opposition leaders argue the 2025 budget will severely weaken social protections. The left-wing coalition, the "New Popular Front," argues that the government has sidelined parliamentary debate and ignored their proposed amendments.

“The lack of dialogue and respect for the Assembly’s votes demands censure,” said Panot.

A clash of ideologies

While Marine Le Pen’s far-right National Alarm party has pledged support for the motion, it hasn’t escaped criticism from the left. Deputies argue the government has surrendered to the far-right’s “dirty obsessions,” with a controversial new immigration law that they say perpetuates last year’s political failures.

What happens next?

If the motion passes, the government would collapse, and France could face failure to approve the 2025 budget. Opposition parties, holding 332 out of 577 seats in the National Assembly, are likely to carry the motion.

Should the motion succeed, President Macron could appoint a new prime minister to steer the 2025 budget through parliament before the end of the year. Alternatively, Macron may choose to keep the current government, which would only manage current affairs. However, this requires National Assembly approval.

Without a clear resolution, France faces a deepening political impasse, with Macron ruling out resignation.
