Dec 19, 2024 - Albania is preparing for a significant change in its electoral process for the upcoming 2024 parliamentary elections. For the first time in the country’s history, Albanian citizens living abroad will be able to vote without traveling home, allowing them to participate through postal voting. This reform is seen as a key moment for Albania’s democratic system.
Prime Minister Edi Rama called the new process “challenging and complex,” acknowledging the difficulties of organizing postal voting for the diaspora. Speaking at a meeting with the Coordinating Council of the Diaspora, Rama explained that Albanians abroad will no longer need to return to Albania to cast their vote. Instead, they will be able to vote from where they reside, using their local postal systems.
“This is a historic change for Albania. For the first time, Albanians abroad will be able to exercise their right to vote from their place of residence,” Rama stated. “While it is a challenge, we are fully prepared to make this process work.”
Rama further emphasized that, while the initial steps might be complicated, the process will become more streamlined once voters are registered. The prime minister highlighted the importance of this reform in preserving Albania’s cultural identity and ensuring that the diaspora is fully integrated into the country’s political life.
“This is not just about voting; it’s about maintaining a connection between the diaspora and Albania,” Rama explained. “It’s about giving Albanians living abroad the opportunity to shape the future of their country.”
Beyond voting rights, Rama also focused on the vital role the diaspora plays in Albania’s economy. Remittances from Albanians living abroad have reached almost 100 million euros more this year, according to the Bank of Albania. The majority of these remittances come from Italy, Greece, and the United States, reflecting the significant financial ties between Albania and its overseas communities.
“The financial support of the diaspora has been crucial to Albania’s growth,” said Rama. “These remittances not only boost our economy but also reflect the commitment of Albanians abroad to their homeland.”
Rama also highlighted Albania’s ongoing efforts to strengthen its connection with the diaspora. The government has introduced a national strategy that includes the appointment of a state coordinator to oversee diaspora-related issues and ensure that their voices are represented. The diaspora will now be represented through a national council, allowing for better integration and influence in Albania’s decision-making processes.
With the 2024 elections approaching, this shift in the voting system is a momentous change for Albania, offering a new level of inclusion for its diaspora and setting an example for other countries with significant overseas populations.
