European Union urges balance in Albania’s local governance reforms

TIRANA, July 24 – The European Union is closely monitoring recent changes in Albania’s local administrations, calling for respect of municipal autonomy while recognizing the government’s push to improve public services and EU fund absorption.

Prime Minister Edi Rama has urged mayors to replace senior officials as part of what he calls a reform aimed at strengthening the capacity of local institutions. The EU delegation in Tirana, referencing the European Charter of Local Self-Government, stressed the need to safeguard the political, administrative and financial independence of municipalities.

Citing the 2024 EU Commission report, the delegation noted that local authorities still lack sufficient resources and administrative capacity but play a key role in implementing EU standards and projects. Brussels reaffirmed its support for reforms that enhance efficiency, transparency and accountability in local governance.
