PRISTINA, January 11, 2025—U.S. Deputy Secretary of State Richard R. Verma has called for Kosovo and Serbia to take concrete steps toward mutual recognition. During his visit to Pristina, Verma stressed the importance of the EU-facilitated Brussels dialogue, which he said remains key to resolving tensions.
“We all hope for a normalisation process that leads to mutual recognition,” Verma said. “To get there, both sides must honour their commitments.”
Deadlock since 2011
The Brussels dialogue, launched in 2011, has struggled to produce lasting results. Although an agreement was reached in 2023, including provisions for Serbian self-management in Kosovo and mutual respect for state symbols, the EU has criticised both nations for delays in implementation.
Washington’s concerns
Verma also addressed U.S. frustrations with Kosovo’s leadership, following last year’s unilateral moves in northern Kosovo. “Actions like shutting down institutions send the wrong message about Kosovo Serbs’ role in society,” he warned.
Balkan tour amid transition
Verma’s Balkans tour, which includes Albania and Serbia, comes just days before the Biden administration ends and President-elect Donald Trump assumes office.
