US Embassy blasts All-Serb Assembly's Dayton dissent

June 11, 2024 - The United States Embassy in Sarajevo has issued a strong statement condemning the conclusions adopted by the All-Serb Assembly regarding the Dayton Peace Agreement (DPA) and the independence of Bosnia and Herzegovina (BiH). The embassy has described these conclusions as "rooted in legal disinformation and riddled with error," and has warned that they represent a "deliberate attack" on the DPA and the state institutions of Bosnia and Herzegovina.

The statement specifically addresses the public statements made by Republika Srpska (RS) officials, including RS President Milorad Dodik and Republika Srpska National Assembly Speaker Stevandic. The embassy has accused these officials of attacking the DPA and the territorial integrity, sovereignty, and multiethnic character of Bosnia and Herzegovina through their plans for RS "disassociation" – a thinly veiled attempt at secession.

The embassy has emphasized that the Dayton Peace Agreement and the BiH Constitution clearly state that Bosnia and Herzegovina is the successor state of the Republic of Bosnia and Herzegovina, with its internal structure modified to consist of two entities. The embassy has stressed that neither the DPA nor the BiH Constitution provide the entities, or any other sub-state body, with the right to secede, "disassociate," or engage in any other form of secession.

The statement concludes by warning that Mr. Dodik's plans and actions jeopardize the peaceful, democratic, and prosperous future that the people of BiH, including the residents of the RS, desire within Euro-Atlantic institutions.
