Prime Minister of Kosovo, Albin Kurti said on Tuesday that Serbian President, Aleksandar Vucic had declined an offer of self-management for Kosovar Serbs. The Kosovar PM considered this offer to be "generous".

"After refusing to sign the February 27 Agreement and before refusing again to sign it with the March 18 Annex, Serbia's President declined my generous offer of self-management for Serbs in an association that I'd draft and propose. Is he Dr No or Mr Nyet? Well, we know he's not a doctor," Kurti wrote on Twitter.

Earlier during the day, Mr Kurti said the international community must condemn Serbia's behaviour, which, according to him, is refusing to sign the agreement reached in Ohrid for the normalization of ties between Kosovo and Serbia.

Meanwhile, Serbia's President, Aleksandar Vucic said on Tuesday that his position with regards to the normalization of relations with Kosovo has not changed at all, while stressing that he will not implement those parts of the agreement which have to do with Kosovo's accession to the UN.

On his part, EU chief diplomat Jose Borrell said the agreement reached between the two sides in Ohrid "was not a signature for legal reasons, but both parties agreed that my statement was a commitment from their part to fulfil fully the obligations coming from this Agreement and the Annex for its implementation".
