Anti-corruption award for Dumani marks another defeat for Berisha

The recognition given by U.S. Secretary of State Antony Blinken to Altin Dumani, chief prosecutor of SPAK (Albania’s Special Structure against Corruption and Organized Crime), as one of the world’s top ten anti-corruption champions, is a significant endorsement of Dumani’s efforts and the progress of justice reform in Albania. At the same time, it represents yet another setback for Sali Berisha.

It represents a new blow to Berisha because, beyond Berisha’s vulgar rhetoric against SPAK—calling it an institution controlled by organized crime—and his personal insults targeting Altin Dumani, he has begun crafting a narrative aimed at dismantling justice reform. This includes hints of potential revenge against SPAK, banking on the new U.S. president taking office in January.

Two days ago, an article published by an online outlet tied to the Berisha family launched a scathing attack on Secretary Blinken, calling him an "enemy of American democracy." From its tone and phrasing, the piece was unmistakably authored by Berisha himself. The article hinted that Berisha eagerly awaits January 20, when the new U.S. administration will take office, so he no longer has to contend with Blinken’s policies.

Berisha’s tirade seems to have been triggered by Dumani’s recent visit to the U.S. In an effort to downplay the Secretary of State’s recognition of Dumani, Berisha sought to convince his followers that it was insignificant. His attempt to draw parallels between U.S. politics and the murky workings of Albania’s political system not only came across as banal but also insulted the seriousness with which the U.S. and EU have backed Albania’s justice reform.

By honoring Dumani, the U.S. has not only reaffirmed its support for Albania’s justice reform but also directly refuted Berisha’s accusations against SPAK. This recognition highlights Dumani’s pivotal role in restoring the credibility of Albania’s justice system, particularly through his prosecutions of high-ranking officials and politicians—Berisha among them.

For Berisha, this acknowledgment is a double punishment. To maintain the morale of his followers, he must now peddle the unlikely idea that Donald Trump will not only revoke his “non grata” status but also strip Dumani of this recent honor. However, the only realistic outcome is more recognition for Dumani’s efforts and potentially an expanded list of Albanian politicians—both in government and the opposition—being designated “non grata” by the U.S.

Meanwhile, Berisha faces an ever-growing list of legal troubles, with new cases likely to be opened soon. As Dumani continues his investigations, he may well receive further accolades, while Berisha risks facing even longer prison sentences.
