Over 11,000 foreign workers joined Albania’s labour market in 2024

As emigration reshapes Albania’s workforce, more foreign nationals are stepping in to fill the gaps—especially in rural and service sectors.

In 2024, Albania issued over 11,000 combined residence and work permits to foreign nationals, marking a steady rise in international labour participation. The number represents a 14% increase from the previous year, reflecting growing demand in sectors facing domestic shortages.

Employment fairs in Athens and soon in Italy are connecting Albanian employers with foreign job seekers, as thousands of positions remain unfilled—particularly in tourism and services ahead of the summer season.

“From the Athens job fair alone, where nearly 120 Albanian companies participated, we identified over 5,000 open positions across key sectors,” said Olta Manjani of the National Employment Agency in an interview with Vizion Plus.

Still, businesses continue to raise concerns over low productivity and workforce gaps. Many see the return of Albanian emigrants as essential—not only for labour but also to boost consumption and sustain the social insurance system.

The government is also pushing incentives to attract returnees and investors, including tax-free mountain investment zones and symbolic €1 property leases.
