Albania launches Mountain Package to boost rural economy with investment perks

Tirana, January 11, 2025 – Albania has introduced a new law to help its mountain regions grow, offering investors tax breaks to encourage business development in these underdeveloped areas. The "Mountain Package" is designed to fight rural depopulation by making it easier for businesses to invest.

Investors can buy land from the government for only 1 euro, but they will only receive property certificates after completing their development projects. The first 500 businesses to invest will be exempt from several taxes, including a 10-year break from income tax, and no VAT, property, or infrastructure taxes.

Shpresim Domi, a rural tourism expert, explained that the law provides great opportunities for businesses but may be hard for local people to benefit from. "It’s a good chance for businesses, but difficult for people in mountain areas to use it fully," he said.

To qualify, applicants must prove they have used the land for at least ten years and submit a development plan. Investors must also get a two-year permit to move forward. While these requirements may be tough for local farmers or former migrants, the law is expected to draw in larger investors.

This new law follows Albania's 100 Villages Program and is another attempt by the government to encourage investment in rural areas. Local governments will decide which areas get priority for development.

The Mountain Package is an important step for Albania to tackle rural challenges and create long-term economic growth.
